Arbiter

This is another returning leader from the first Halo Wars and although the Arbiter is put on the Banished side, he is actually covenant and dead in Halo lore. This was my favourite leader from the first and I still find him fun to play as in this Halo Wars. The Arbiter in this game is based a lot more on crowd control and mobility rather than dealing direct damage, but messing with the opponents army and positioning your troops correctly can win you the fight. The Arbiters special unit is the Phantom which is an iconic Halo transport. The Phantom is a mobile garrison which can take in infantry units to transport them around the map but your units can fire while inside the phantom, so there are a lot of possibilities. You could put hunters into the phantom to make it more anti-vehicle or elite enforcers for anti-building. Phantoms also fire their own shots as well. Although these are cool, don't overuse them as a whole army of these and infantry probably won't be enough. You also need to unlock these on your leader tree before any of them can be made. The hero the Arbiter gets is himself which is like the old one. In the picture he is the one holding duel energy swords at the back. He is pretty cheap, so its not too hard to get him early on and he is also quite powerful and fast. He will likely outpace your infantry, so early on scout out the enemy and see if there are any weaknesses in their defence. His special ability is age which makes him even faster and do more damage while also being able to attack air units. The Arbiter's leader tree doesn't have that much direct damage like some other leaders. Instead he has things like cloaking his whole army and boosting their attack damage for periods of time. His top ability is mass cloaking which cloaks the whole army and his other ability gives any o his units near an attack boost while holding the enemy in the air so they can't attack but neither can you. Use this to half armies for periods of time to give you can advantage, it is called stasis. He also has things like teleport, a smaller version of stasis and unit drops.
